Alberto Ulises Esteban Marina
Director General of Standards
Mr. Esteban Marina is the General Directorate of Standards (DGN, by its acronym in Spanish) in the Secretariat of Economy of Mexico. This department is responsible of coordinating, designing, promoting and spreading public policies and strategies, in matter of metrology, standardization and compliance assessment, to encourage industry competitiveness, and national and international trade.
Mr. Esteban Marina occupied previously the post of Manager at the National Water Commission where he was in charge of designing strategies and realization of public hiring procedures; contracts for Public Words, Acquisitions, Public-Private Associations; management of audit procedures in Deputy General Directorate of Drinking Water, Dreinage and Sanitation, coordinating JPTs for the realization of international standards, Mexican standards and Mexican official standards; designing and implementing management systems based on performance indicators to evaluate the efficiency in the use of public resources, and coordinating and approving every necessary study in environmental matter, change in land use, risk, emissions, necessary to realize the infrastructure projects, just to mention a few positions, during the previous Administration of President Felipe Calderón Hinojosa.
Additionally, Mr. Esteban Marina has served as the Director General of Primary Sector and Renewable Natural Resources in the Ministry of Environment and Natural Resources (SEMARNAT, by its acronym in Spanish), where he was in charge of defining and implementing the systems, methods and procedures related to the design and promotion of development tools, planning and environmental normativity. He was also Deputy General Director of Environmental Policy and Regulation in the same Ministry, where he was responsible of coordinating the industry, academic and public sector participation in National Advisory Committee of Environment and Natural Resources; coordinating the realization of standards, regulations and law projects in matter of environment and natural resources; coordinating studies and realization of necessary documents for the regulatory projects approval in charge of SEMARNAT; designing strategies and procedures to achieve the approval of everyone involved in the realization and expedition of normative tools; and realizing and negotiating the necessary regulatory and budgetary impact manifestations to issue agreements, regulations, standards and decrees.
Also, Mr. Esteban Marina has worked as Deputy General Director in DGN, designing public policies to ensure the efficiency of the standardization procedures and to achieve the regulations efficacy, getting the simplification of procedures for standards review and realization.
Mr. Esteban Marina has a Master’s Degree in Environmental Law from International University of Andalucía, Seville, Spain, and he has a Bachelor’s Degree in Law from Autonomous Technological Institute of Mexico (ITAM).
